Historic Population Trends - City of Bozeman, Gallatin County and State of Montana

According to the U.S. Census Bureau, the City of Bozeman’s population increased from 22,660 in 1990 to 27,509 in 2000 - an increase of 4,849 people. This represents an increase in population of approximately 21 percent over a ten-year period, or an average rate of growth of about
2.1 percent per year. In contrast, the City grew by only 1,015 people during the 1980s. Between 1980 and 1990, the City’s population increased from 21,645 to 22,550 - 4.7 percent increase or an average rate of growth of about 0.47 percent per year.

Gallatin County’s population increased
from 50,463 in 1990 to 67,831 in 2000 - an increase of 17,368 people. This represents an increase in population of approximately 34 percent over an ten-year period, or an average growth rate of 3.4 percent per year. The entire state of Montana grew by 12.9 percent between 1990 and 2000 (799,065 in 1990 and 902,195 in 2000) with an average growth rate of approximately
1.29 percent per year.

Recent Population Trends - City of Bozeman

Based upon population estimates from the State of Montana for July 1, 2006 (35,061 people), and residential building permit activity in 2006 and 2007, the City’s population is estimated to have been approximately 37,530 at the end of 2007. The City’s population was estimated to be 36,328 at the end of 2006. Therefore, based on these estimates the City’s population grew by 1,202 people or 3.3 percent during 2007.

THE CITY CONTINUES TO EXPAND ITS BOUNDARIES

In addition to population growth, the City of Bozeman continues to grow in geographic size. In order to accommodate increasing population and business growth, new land for residential, commercial and industrial development continues to be annexed to the City. In 1990, the City was approximately 6,420 acres (10 square miles) in size. By the end of 2007, the City was approximately 12,215 acres (19 square miles) in size. This is a 90 percent increase in the size of the City in 18 years. The DPCD processed 7 annexation applications in 2007.

SUBDIVISION ACTIVITY

Subdivision activity remained strong in 2007 with new subdivision lots being created. In 2007, final plat applications for 861 lots were received (1,211 in 2006) and preliminary plat applications for 1,434 lots were received (688 in 2006). Since the beginning of 1996, approximately 5,900 new building lots have been created in the City. In 2007, the Department of Planning and Community Development processed 42 subdivision applications and 19 subdivision exemption applications. Since the beginning of 1996, 585 subdivision applications have been processed.

ZONING ACTIVITY

As shown in the table below, the DPCD processed 39 zoning applications in 2007. This is substantially less than the number of applications processed in recent years - 80 applications in 2005 and 2006. In fact, the number of zoning applications processed in 2007 is similar to applications processed in 1999 (39) and 2000 (38). Zoning projects include Site Plans, Conditional Use Permits (CUP), Planned Unit Development (PUD) Concept Plans and PUD Preliminary Plans.

In 2007, DPCD also processed 20 Zone Map Amendments (ZMA), 4 Growth Policy Amendments (GPA), 3 Planned Unit Development (PUD) Final Plans, 1 Master Site Plan, 11 Reuse/Further Development applications, and 29 Informal reviews.

RESIDENTIAL BUILDING PERMIT ACTIVITY


As shown in the table below, residential building permit activity in the City of Bozeman has been strong ever since 1991. At the time of the 1990 Census, the City had 9,117 dwelling units in the City limits. By the 2000 Census that number had increased to 11,577 dwelling units which represents a 27 percent increase in the City’s housing stock in 10 years. Today, there are approximately 16,700 dwelling units in the City. Since 1990, single-household units have been the most popular housing type permitted at approximately 37 percent, followed by multi-household units at approximately 25 percent. Of the 756 housing units permitted in 2007, 28.3% were for single-household residences, 9.4% for townhomes, 10.6% for duplexes, 4.4% for triplexes, 5.8% for four-plexes, 41.5% for multi-household units, and 0% for manufactured homes.

ECONOMIC DEVELOPMENT

The Department of Planning and Community Development participates as a voting member on the City’s Economic Development Loan Review Committee (EDLRC). At the end of 2007, the EDLRC managed a portfolio of approximately $887,343 in outstanding loans, with $512,000 available for loans. Revolving Loan Funds are loaned at favorable terms to stimulate job retention and creation in Bozeman.

Economic development can also be measured by the amount of new commercial and institutional construction activity within the City. In 2007, a number of major commercial developments were approved and permitted for construction, including: CFT Office Building (71,295 square feet); City of Bozeman Intermodal Parking Facility (13,578 square feet); Costco Gasoline Facility (6,300 square feet); Social Security
Administration Building (5,399 square feet); and Owenhouse Ace Hardware (39,114 square feet). In total, 321,206 square feet of new nonresidential building were approved and permitted for construction in 2007 including: 291,446 square feet of office; 23,593 square feet of general commercial (including retail) and hotel; and 6,167 square feet of industrial/warehouse space.
